Give him raider and he'll be on par with higuchi, maybe slightly better as he can self-heal AND heal others around him (not sure about crossfire though...)

If someone bought Koenig already ler us know how efficient his unique skill is...
Because, I think, it is one of those skills that look great on paper yet not as illustrious in real fight circumstances. That's because Koenig is an Infantry general and there are too many enemies with long-range attacks. Besides, his skill is an inferior version of this new skill "fighting spirit", because flat numbers are almost always inferior to % based skills, especially in the endgame.

That's because Koenig is an Infantry general and there are too many enemies with long-range attacks. Fighting Spirit is literally his first skill... I agree that it's not good for an infantry general like Koenig though. Would be more suitable for a tank/artillery general that's more on a supportive duty... like Katukov?

Stoic is probably correct: this is best used on a non damage-dealing naval ship for tough navy missions, perhaps Norton, Darlan, or even Donitz if you have Yamaguchi+Raeder.
On infantry this is worthless, which is why I gave Koenig a 3 star. Infantry need to be able to flank and destroy undefended cities, which requires Raider+Explosives. Koenig can only get one.

Unfortunately, there are too many candidates for commanding medics And quite often medics are fine as they are without being commanded at all...

Tested and it doesn't seem so. Koenig was hit twice, countered twice and healed twice during the enemy turn.
