Joint Attack is good, but Richelieu’s Coordinated Strike looks better for having no limit on number of activations (only activates by chance could be a problem, but I see it acceptable).

Also, Joint Attack in invasions can create some inconvenience, as fighting Donetz cruiser on units other than sub can put Cunningham in low morale status, yet sub has shorter range than cruiser and battleship. Moreover, in sub/destroyer-heavy invasions, Cunningham may not be any better than Richthofen, who can start attacking since the first round on carrier (especially when wearing excellence medal).

He has one of the best sets for a navy gen. With a Richelieu or in many situations, his first skill might be bad or even counterproductive. But it's still pretty good.

Besides nitpicking on this skill or considering other skill combinations, he's the picture of an admiral that can flaunt how good navies can get.

Why he became 10× better than his existing counterpart, no idea. Just hope that ET wouldn't change his existing counterparts to this version.

Cunningham is a real Navy Skipper. All skills lend themselves for leading a warship as intended. Not a hybrid as are most others...yes, likely better than Donitz also, in spite of not having room for Rumor. He is ideal for BTS, cruisers, etc.
If you want an AC commander, look elsewhere.
