We face an enemy's buff that removes Chaos and Low moral effects almost everywhere with 80 percent of probability in hard mode scenarios not only in El Alamaine but almost in all other types of missions. Besides, Hoth has only one free slot for another skill and everything except AA is weakening his offensive potential. But even without it Rommel is a better Tank general, and requires less investments in total than Hoth.

So, it requires a careful planning to decide which ones. Only on rare occasions it is possible to hire more than 4. And, as always, a chain is as strong as its weakest link. If you are f2p you probably need both Monty (PL and AA) and Rommel (here we have more options than with Monty). They both get additional bonuses (after completing corresponding chapters in History mode) for commanding elite utis. And it is a rather significant advantage over silver tier generals including Hoth.

Rommel over Hoth. Rommel has a 40% purchase discount, and is an Elite Unit Perk commander. He is also more versatile. Events and upgrades change here and Rommel has the ability to adapt.
Monty is also an Elite Unit Perked commander and his elastic defense comes in handy in Defense events when you need to build strongholds. Monty on an IS-3, which has a base counterstrike ability, boosts Monty's counter'attack skill making him more valuable in defense.
Both Rommel and Monty are part of the must have generals, imo.
The elite tanks are T44, Pershing, King Tiger, IS-3, and now Centurion and the Perked Armo r Commanders are Manstein, Guderian, Rommel and Monty and possibly any Armor commander with the Inferior Victory skill. Though its still locked, Brooke (artillery) has it,as a base skill at lvl 3, for example. This skill seems to increase damage when on a super or elite unit.
Get a strong base roster of commanders then add, play, set, as you see fit as you progress....remember, things change so allow for some future flexibility. Dont paint yourself into a corner.
