They specialize in different aspects of infantry: Kai is a tank first and foremost, while Musashi is more about pure, concentrated damage.
That being said, one playstyle tends to be better than the other, and that's attack, attack, attack! Musashi does that really well, Kai not so much.
Taking special units into consideration only widens the gap. Musashi specializes in sword master and Kai akazonae infantry. Both suit them really well, as sword master focuses on dealing damage while akazonae infantry focuses on defense and being a moving wall. This really just reinforces the attack vs. defense dichotomy by which most of us prefer the former over the latter.
The one place Kai wins is armor availability. Her 2-piece set is F2P, almost all of Musashi's 4-piece is IAP. But Musashi can loan equipment from other sets and be just as effective as he can be with his own set, so this isn't much of a downside at all. I think Musashi wins this choice by a large margin.

While Airi Momoi's analysis is excellent as usual, it's worth noting that Narita Kai is head and shoulders above the other option specializing in Akazonae infantry. She's a great supporting general, as well as being a tank and taking damage away from the generals that aren't, Frontline Leadership is nothing to sneeze at. And I'm not even sure Musashi gets sword master, I've been intending to test him and compare but for now it's still Nobutsuna for me. Having said all that, Airi is still right. The game heavily favors attack and Musashi is just better at that, even with both on Akazonae. The potential of support generals is often just on paper without actual in-game use cases. But I think there are possibilities for Narita situationally in the campaign and arena.

Musashi should never get his entire set even if you have it btw. This is because Master Swordsman’s Armor is the only armor piece that gives agility and you need a couple guys that are (almost) completely maxed in one stat. Nobutsuna has the highest base agility so he should get that one. You’re looking at 289 agility with reasonable gear. He could get to 298, but that requires giving him a cav item which isn’t good.
On the other hand, Musashi is the guy with the highest base Valor, so he should be specced for that. You have to give him Hideyoshi’s sword and an infantry scroll for that unless you have his gear, which isn’t something I like doing but I have to anyway. Musha Bugyo is just too important imo.
Anyway, between those two… it’s no contest. I even use Swordmaster Musashi as my third freely deployable in campaigns after Masamune and Motonari.

Musashi is consistent and just a force of nature once he sticks to someone lmao
Like, he hurts, alot
He's slow, but he hurts alot, also Kai doesn't have a legend (for now I think) so get the pay char with 1/4 mats, and just go to town with him with decipher book, the crit sword, and I think Yukimura's horse for that ikki uchi bonus
