How do I take down the optional target that flees? He flees the coastal castle for the inner castle and flees the inner castle when the garrison is being ground down.
Do I just hit him directly with my few men from the start?

I have the same question, still haven't figured it out. Whenever I kill one optional target the other runs away.

This mission is a bit strange because it limits us in the sense that we can't attack with full force, we have to stop and wait. Attack Miyajima Kenyo first, kill him and then you can send part of the army to occupy the western island, while the other part of the army does not attack Mori Katsunaga because he will run away at the first hit. Wait for him to move towards you, if I remember correctly the day will come in 12 turns and then you will be able to attack him without fear that he will run away

I did it like this: 1) Everyone head for the small island, kill the ship in the harbor (morale drop) occupy city and kill the general. Leave one guy there while the rest moves to the main land.
2) Deploy generals on reinforcements, capture occupied city, tear down the gun towers and place a watch tower on the eastern most tile. this will help your ranged units to focus fire the NE general without having to attack the surrounding units (which prompts him to flee).
3) Once he's killed, you can build more watch towers and safely kill the second target general.

However, there was no counterattack, so I just marched my men into position while the main force attacked the SE target. I spawned Motochika, Ujiyasu, and Masamune from the start and made sure to quickly defeat the NE target when the sun came up.
