For pure damage, Miyamoto and Kamiizumi are the only two contestants. I think Kamiizumi has a better active skill, but Miyamoto being a gold tier general, has better stats. About unit, I think the other non sword master general should be Samurai to keep their damage potential.
About equipment, definitely Wuzi (technical expert) for Miyamoto. For both, Oodenta Mitsuyo(strengthen assault, probability critical attack) , Master swordman’s armor (strengthen assault), Chujo-ryu Heibo (Decipher). But what else are good for them?

One big advantage Musashi has is Tactical Expert which has a good synergy with his active skill. Also, Kuroda Kanbei can also be decent if equipping with Hizatsuki Kurige and Shinkage-ryu Heiho.

You should probably think of Musashi having two different sets of gear, one for campaign/tenkabito, and one for conquest. A lot of this kind of gear makes more sense for campaign since he's highly effective there and likely to get one of the freely deployable slots. You'll want a horse that ignores interrupt to go with this because his active requires him to have units around him. Heck, even Kai Kunigo + Black Cloud could be viable for that +12% crit. Which has much higher value on him than cav generals since he lands a lot more attacks and does more damage per crit.
Now for conquest it's a bit different since he only gets deployed early if there's viable infantry units around (most special units), and also because you need two guys with maximum valor (or close to it as you get). Cavalry and archer generals can't do this because no cavalry or archer sword gives +20% valor. The only swords that do so are Raikiri, Fudou Kuniyuki, Namazuo Toushirou and Musashi Masamune. So it HAS to be an infantry general and a teppo (though you could do this with Yoshihiro too if you have Musashi Masamune). Musashi is the only infantry general in the game who has 180 base valor when maxed, so you gotta make him the one who runs Musha Bugyo. At 245 valor he can run it at a cost of 38 knowledge per turn. Musha Bugyo is incredibly important and you want it active from like the first two turns, and it, like all the other retainers increase in value relative to the other things you can spend knowledge on over time since it affects ALL your units.
Nobutsuna ALSO has 180 in a stat when maxed, this time in agility. It's not AS critical to max out that stat though because Jinba Bugyo gets activated later, so any extra cost in running it is relatively less important. Still, he probably wants Hosho Tsukige and Master swordsman's armor for that purpose. You could run Chiyo-ryu Heiho though. Mine's using Ogasawara-ryu Niwanori. I'm not giving him any more agility because the only 15 agility scrolls are cavalry scrolls. And I gave him Oodenta Mitsuyo since I think he comes out slightly earlier than Kazumasu, who was the alternative.
