I have a question...why do artillery sometimes have 3 artack range instead of 2? I noticed it in some campaigns.. Sometimes on my side, sometimes on the enemy, never both (so far)

Tech upgrades. You can upgrade your tech if your main city meets the required level and you pay for one of two upgrades.

+1 range at the cost of 25% dmg for arty applies to France and Russia. Maybe the Ottomans as well.
