If I didn't already have Leeb, Zhang, etc., then I would have gotten Wiedling. One could argue he is better, but trading an arty like the aforementioned, Neonen, etc. Which you may have already invested into, for a parallel trade, losing 20% medals, may not be a good idea for most f2p players.
Wiedling seems to be on par/in a neck-n-neck horse race with most other silver tier artillery commanders, but he is still a good choice for some one with not enough Arty gens.
Guess it depends on the player's circumstance.
I have Kluge, Brooks, Yeryomenko, Konev, Leeb, Zhang ...and auxiliary Bradley, not including that I could also use Yamamoto, Dowding, and even Rommel on arty, in a pinch, so...i dont need Wiedling...for now.

Assuming that Crossfire is going to be used and Nenonen's skill (when HP is lower than 50%, atk up) cannot compensate for the loss in atk, Weidling is only slightly better. Rumour, Inspiration(?), Retaliation(??), or Explosives would've made him an outright better - but more expensive - choice instead of Crossfire.
At least they have the most important package of having at least 5* in arty and the 2 most important arty skills.
At 1,800 Medals, Weidling has his L Colonel rank and Accuracy over Zhang Z. Z.'s Ace Forces, potential for 4* in movement, and "Mayor" rank, at 1,680 Medals. A good trade, since Weidling has a free slot while Zhang must have Accuracy.
IMO, Weidling > Nenonen > Zhang Z. Z.

Weidling cannot beat Konev or Brooke in terms of damage or flexibility, so his niche will either be counterattack damage or support.
Damage wise, he can be interesting against fortresses in Frontier or warzone with explosives which multiplicatively stacks with crossfire. Inferior victory is another option but it requires super (rocket) artillery or elite forces.
For rumor, there's Leeb who already comes with it. Compared to Nenonen, he's less expensive overall, a little stronger but one less mobility. The same goes for crowd tactics and fighting spirit, his direct competitor is Nenonen who is a little faster but offers less counterattack damage.
Selling Leeb or Nenonen for Weidling brings only little gains and will probably result in a net loss of medals because of the 80% refund. If you're new or want 4/5 or more artillery generals, then he can be a solid number 3.

Im considering zhang for wiedling so i can put explosives on him and deploy on B4. This is because i gave konev inspiration so he can use the Stuka zu fuss with excellence, and now only have kluge with base explosives for Gustav.
