Sometimes when you have food production barely not enough to feed your army, your army stays at gray eagle. Anyone know the exact amount?
Ex. You consume 100 food and you produce 95 food -> you stay at gray eagle
What is the maximum difference between these 2 values?

Troops without food become panic. Sometimes you have some troops idle and others in panic
