Don’t know how to describe him apart from being a good attachment to Marshall or a counterattack style Malinovsky, his solo offensive ability probably better than MacArthur by a tiny margin but otherwise meh for an IAP 6-star.
His first skill looks better on Marshall in place of Organization than on him.

Prudence would be good on a Tank general. Dont wanna attack a rommel with that on a IS-3. 'why do you Hit yourself'.

It is possible to argue that he is well-equipped or just shy of being the best atk inf gen, IMO.
If he had Higuchi's Counter instead of Explosives, he could be THE counterattack (inf) gen. He already has a dmg reduction skill when used on Elite Forces, as well as a Crossfire aura (but probably with lower atk buff than the real deal). He is already suited to soaking dmg, and with Counter, a even harsher counterattack would hurt the enemy even more.
A little bit more and he would've been even better. But the existing kit is great.
Since he has his first skill and Explosives, he can be used as an anti-fortress Yamashita with a permanent Samurai(?) effect. Great out of the pack as a solo gen.
Though, an extension of this discussion could be that if his 2nd skill was traded for Inferior Victory - considering that his first skill is dependent on being deployed on an Elite Force - he'd be a better dmg dealer.
