Guys my units level in conquest is less than my enemies units except in the first map

Guys my units level in conquest is less than my enemies units except in the first map Whyyyy??? ET peobably increased troop starting levels in subsequent eras. Plus, some states have higher prestige levels which probably added a +1 per level beyond the lowest. |
