i have a cavalry commander with low level skills but decently specced in stars i think, pacorus (good commander for a low price), trebonius (i think he is some random bottom of barrel archer), flaminius (is he good?) and i recently got mithridates as my second archer
what generals should i save for, and what items should i also get - i plan on watching those ads to get money for them

You can sell them anytime for 95% of their price so it isn't much of a mistake at all, and I would keep them until you desperately need more medals.
I'd recommend you save for Pompey. Pompey should be relatively easy to use and shows his strengths real nicely, despite his (quite undeserved) real life reputation of being kinda a wimp and glory hound (okay, maybe that one is deserved). While I think some will say you don't need an infantry right away, you have a good archer in Mithridates (who'll end up being your main) and Pacorus and your cav commander should cover cavalry for long enough; infantry is the one who doesn't have a good commander. After Pompey, I'd think Belisarius, but I'm not really an expert.
If you haven't done so yet, do the invasions and get the four free generals. They're no strings attached, and while you may not want to get too attached to them, they're good to bolster your roster. Prioritize this over the daily missions, although you should have enough generals to be able to do the early invasions + some daily missions.
For items, those that keep morale high no matter what are your first priority. Morale is such a game changer in this game, which is why Pacorus is so good. I forget the exact names of those and which ones are in the shop, but those are the ones I would recommend to get.
Take all this advice with a grain of salt: I'm nowhere near the best in GCR. But I think it's sound enough to give you a good feel for what to do next.

For medal items, prioritize Laurel Crown and Golden Spear. Have Pompeii Gladius if you need coin items for your generals.

Have Pompeii Gladius if you need coin items for your generals. my commander is lvl45 centurion, he has 8* cav, pompeii gladius + pharaoh mask and these skills: cav commander 1charge 2plain fighting 2siege 1 should i swap out these skills for something else?
update on my commander situation - i also have caelus as a 2nd infantry
i think i should get the golden spear and upgrade it so my cav commander turns into pacorus 2: electric boogaloo and then get pompey

Cav commander is a must, you can do better than the rest. Ambush On Ten Sides is a must in endgame but is expensive, Guerrilla is a solid cheaper alternative so it might make sense to start there and change later. You should have Assault, and as soon as possible give him a high morale item. Your fourth skill is up to you. Charge is an OK option. You won't need March for endgame, but early on it will make your life easier. I think there's a good case for your final setup to have both Guerrilla and AOTS. You should also reshuffle your skill points and max out cavalry, the rest you might as well sink (pun intended) into navy. In general, you should always max out the primary unit type for all your generals, and put whatever spare points you have into navy. The only generals it ever makes sense to use as hybrids are the navy generals. Regarding your other question, yes, Pompey and Belisarius are both very good. Beli is the best F2P cavalry general. Vercy is better than Pompey, but Pompey is easier to use early and is also an endgame general.
