I did this f2p in 49 rounds.
I expect this is the hardest conquest in the game. You can’t run to the Middle East or Africa (or at least I couldn’t in about 10 attempts), so you have to face almost the entire Soviet front with one city.
You will lose Athens, so you need your weak economy general, Dowding or Chennault, to run in the water to get an Italian port. Healing with green ribbons is essential to keeping your main tank general, Guderian, alive. His job is to run around the Balkans killing low-hp units to stay alive, then using his final attack of the round to hit an enemy artillery gen with rumor. This stops the Soviet front in the Balkans, allowing the US and Europe to catch-up.
Despite no Soviet general in the area having rumor, my Guderian and, eventually, Rommel died by being chaos-stunned. I do not know why this is. If neither of these happened the run would have been about 20 rounds quicker. I had to wait with one city, my sniped Paris, for many rounds with no units alive.
Try it out!

I suspect the 3 ex-Axis WTO countries in Balkan have access to the Ju-87 Stuka, which can rumor your units.
