I recently learnt what training stars mean’t but in some generals without training stars can get higher stars. or a General with 3 Training stars gets 3 Different areas maxed/⭐️⭐️⭐️⭐️⭐️ in a certain area

It sounds like you're talking about two or three things at once. The stars beside the bullseye icon means how many times that gen can upgrade the unit's level in any campaign (up to the maximum lvl). For example, you use Sulkowski on a light cav unit in a 1775 run. He can upgrade that unit's level and statuses up to twice (as long as it does not exceed the max lvl), because he has 2 training stars. Gens with the <Trainer> ability add a * to the specified category. For instance, Sulkowski has <Cav Trainer> which adds * to the cav status of a gen (horse head; up to 5 stars), when you regroup Sulkowski into another gen.
Generally, they have the same *s and abilities. One exception is Brock between 1812 and HQ.

Here's a picture I yanked from another post so that we're talking about the same thing. Training stars are the bullseyes at the bottom of the right hand column. Using them gives you a health boost, and can be a way to recover from damage without using medikits. Lan, here, happens to have the maximum number of training stars, but if she didn't, she's stuck with however many she's got and the stat can't be improved. For example, Sophia here has two, and that's the most she can ever have. Every other attribute can be improved with the right trainers. For example, Soult here is an infantry trainer: Regrouping him into Sophia would increase her infantry stars by 1, up to a maximum of 5. (I would not use Soult for this purpose; there are far cheaper infantry trainers to use, e.g. Latour. He's just here as an example). You can also find cavalry, artillery, movement, fort, navy and economic trainers, and you should try to find the cheapest of each kind to use. But as I already said, there are no "training stars" trainers. What they start off with there is all they will ever have. The abilities and stars of any particular general are the same across all conquests and campaigns and in the HQ. Where they differ is that when they are given to you at the start of a conquest or campaign, or operated by the AI, they may or may not be given items to use; and those items are not always helpful to them. Soult in this example has an army tent that assists his health regeneration. That's useful, but it's possible that some other general might be assigned an item that isn't (e.g. an artillery item when they are on cavalry). Hope this helps you.
