Gen units

What units should I put my gens on in conquest? Normally I just slap them on the level 6 city units but yk sometimes when you're a 1 star country you don't have that so what should I choose?
My lineup is
Inf: Wellington, Karl, Massena, Suvorov
Cav: Blücher, Radetzky, Murat
Art: Napoleon, Kutuzov

I think you answered your question well. It depends on the situation, but at the start, the main goal should be to use the most powerful unit available. Later on, you may or should place them on the most powerful unit that you can spawn, as long as the unit can join a frontline in time.
Inf gens should wait for a grenadier or machine gun unit, IMO.
Ships also might not be as useful, with exceptions.
Personally, I've almost never cleared runs with gens, so it's not as easy to answer.
