It takes a bit of preparation to do fast games and a custom strategy,normal playing wont get you there.
Here is my tips I am sure others have their ways too.
1/Get your generals in top shape,that means nothing but the best equipment (including extra spare items) and good nobility and rank. Normal,unprepared generals cannot do fast games. Note I am not saying premium generals,the free ones work,but they have to be leveled.
2/Cavalry and artillery are best,the former can kill and cap towns on the same turn,the latter gets no damage when attacking.
3/heavy use of swapping items,like use the 2 +2 movement to move then swap item to attack gear ect..
4/Use the right country,very few country work well for fast speed,HRE is one of the proven one.
5/Your 3 top best generals are the forward tip of the spear,you use them to get to the deep end of enemy territory,from the town you capture you can make new troops to mop up. Meaning you cannot use you 3 generals to capture everything,you use them to capture key towns.
6/A nice trick is to send a fast troop with the main general to use only to lower moral of the targets the general fight.
Anonymous made a couple map that might help in seeing the strategy for super fast games.I'll see if I can find them

Yeah it was frustrating when I first starting playing European war 4 and everyone was talking about fast game @30 turns completion and lower and I had like 80 turns games ahaha. Now I see how easy it is with the right preparation.I have a guide for "grinding" btw to level up quicker and earn more medals to buy all the items,so the generals can be strong enough to do fast games.This was the very first guide I made,you can find it here
