Some people concentrate on their own strengthes to win a game. I prefer to know my enemies and their strengthes and weaknesses. So here is a small analysis, how AI behaves, so you can adapt your strategies accordingly and win faster and easier. In case you find a mistake or something to add, please feel free to reply. I will then add it to the main article.
General note
AI seems to work with probabilities. So if I write down an order, it's just most of the time, not always.
AI target selection
Which targets will AI attack if possible
1) Napoleon (if single objective for winning for the other side in campaign mode)
The AI will throw anything at him, even if the unit will die. So if Napoleon unit is weakened already, be careful when you move him. This is probably also true, if another of your general is the single objective for the AI.
2) Units in cities (and factories)
This is a good way to attract attacks: put the unit you want to get attacked, into a city. If you want a unit to left alone, like a general, put him next to the same city.
3) Artillery (80%)
AI really hates them and will attack them as soon as possible.
4) Weak units
AI evaluates it's success of an attack. If there is a general, where it will loose high, and a weak normal unit, it will attack the weak unit.
5) Units which dont retaliate
If an artillery wants to stay in place and can choose between a unit which will retaliate and one which wont (e.g. infantry 2 hex away), it will choose the second target.
AI not attacking
As written before AI evaluates the chances of an attack. So there are several situation when it won't attack
1) AI occupies a city and is weakened
When AI occupies a city and there is an enemy unit next to it, it will usually attack. If it got weakened or the other unit is strong, it wont attack
2) Unit is already purple
With such bad morale AI wont attack. Except Napoleon (see above)
3) Weakened units
If unit is below 50% of health, the chances are much lower, it will attack
AI movement
It derives mostly from the target selection, though some differences
1) For attacking Napoleon
2) For taking empty enemy cities
3) For attacking occupied enemy cities
4) For attacking artillery
5) Towards close priority targets
Last one does not always appliy, but it's a chance to get friendly nations move into a certain direction.
AI not moving
1) Unit is inside a city
Most of the time units dont leave a city. There are 2 exceptions: there seems to be a round based trigger in campaign mode in some quests, when units start moving. Or it is a high priority target (see above) and AI can rebuild unit in the city
2) Trigger based units
Some units in campaign mode seem to have a round based trigger. Until that round they will do nothing. And then they will charge
AI building units
AI does only build if it considers it necessary. So you can see empty cities and factories close by and get tempted to take them. But it's not that easy
1) Threatened cities get defending units
When AI see that you can occupy one of it's cities, it will usually build a unit there. There are some exceptions, but maybe these are based on ressources
2) AI will build strong units in capitals
3) AI will build cheap units in other cities.
There seems to be one exception: it likes heavy artillery. Otherwise you will see lowest line infantry or light cavallry
I hope this helps to plan your strategy. I am sure I forgot to mention some things and I didnt notice some behaviour. Feel free to comment in such cases.
