tbh to me the only guy that could replace goring is eisenhower, I have him and he is really useful, on land or in the water

Personally, I like to make my own AF general, so i can stack explosive, anti-armor (seems to work on aliens{could someone confirm?}still good agaist super tanks), Economic abilities, and generally artillery/inf so they can be second line support early game(artillery) or steal cities and move to new airbases(motorized infantry) I make tank, devoted artillery, and air force/supply generals first ^shelter expert is also a great skill for city camping, i find Anti-armor is completely useless against the aliens as they don't count as any of the human units. This means they are not classified as infantry, armored, artillery, fleet or whatever, the only exception being tower classified as fortress unit. Anti-armor isn't very useful in human campaign either. Yes, it is good against super tanks, but that's all. Not one of the most, but THE most. Each of them increase output by +20% when maxed. So what does that mean? The city with greatest output is 85/30. This means it increase gold by 17 and steel at 6 in max. For oil field, the greatest is 50. So that's 10 increase. For just one city. Might have been usefull if it affected all cities' output, but that's not the case. Also the general must stay in city which means he can't advance if you want the skill effect. I love the idea of making the best general for air, and I've been there too. Sadly, there are only three slots for no-eye dudes and we can't afford to waste it. It's much better to make tank/artillery generals and give one of them 5 stars. And don't use shleter expert either. That skill is good, but it's not nearly as good as other offensive skills and you have only 5 slots.

I would recommend getting either Yamamoto or Student but there are guys like Ozawa or Halsey.
