I'm Jewish, and therefore I will not buy Goring (he was a Nazi, as opposed to many Wehrmacht men who weren't strongly philosophically associated with Hitler).
Who can fill the Inf/Air slot instead?

I'll vote for Dowding. He is both good artillery general and an air general. Perfect to fight aliens. But if you think that he is too slow, the put him in motorized infantry or armored car. At the end, it is not like he will fight in the frontline.
Another option is Arnold. Moves fast, 5 star air, but can't fight.

Voted for Student, his skills are powerful. As lons as you don't care about the price raising his rank and that missing air star(I'd say L General is the basic thing, add if you think it's not high enough).
If you do mind, then you might have to make one, you can sell your Rommel/Vatutin and make an eye covered tank with (L General+3*tank+3*movement+lvl 3 Plain Fighting+lvl 2 Tide of Iron+lvl 3 Blitzkrieg+lvl 3 Explosives+lvl 2 Ace Forces/Supply+3*infantry+4*air), the price is apparently Rommel+Goring.

How about Greim instead of Student? I don't really see a difference between those two, except that Griem is strictly air only and is far cheaper for the airpower.
Or Kesselring? He's a better infantry general than Student.

Greim: Cheap, that's it. Student: lvl 4 Explosives, lvl 3 Raider, 3*inf. Kesselring: lvl 4 Mountain Fighting, lvl 3 Defense Art, 4*inf. Kesselring requires good skill, or he would not be very powerful, he has strong survivalability though. Student has lvl 4 Explosives, good for smashing cities, Raider can s&l. Greim is just cheap cheap cheap. If you raise them to the same rank, the price will always be Greim<<Student<Kesselring. I personally prefer Student, you need to smash and get into the city before you drive your planes, right?

Personally, I like to make my own AF general, so i can stack explosive, anti-armor (seems to work on aliens{could someone confirm?}still good agaist super tanks), Economic abilities, and generally artillery/inf so they can be second line support early game(artillery) or steal cities and move to new airbases(motorized infantry) I make tank, devoted artillery, and air force/supply generals first ^shelter expert is also a great skill for city camping, i find
