Terrains except plain shows negative influence on units there, like mountain: -20% artillery -10% armored.
I'm sure they mean the units on the terrain gets debuffed accordingly, but am I right?

For example: Artillery A(without any generals, damage is 100-100), attacks any unit B(lvl 1) standing on mountain(-20%artillery), the damage will be 80. So the terrain is giving a protection from certain units.

Yes, that's why Sun L.R. and Slim can rip tanks.

I had thought it was more of an offensive debuff because nearly every effects is based on where the attacker is sitting on, not where the defender is.
