Idea! What if the Roman Empire is set up with multiple regions and multiple legions preplaced? And then ofc the other countries would be smaller outside the Empire. But let say 10 players for example, 6 should be alloted to the Rome, and 4 would be outside. That ratio would be interesting.
The "elections" of popularity could be for legion control? Ofc the other countries would be operated differently. Each legion would have its own supply, recruiting etc... and could march throughout various regions wrecking havoc as they goes. The civil wars weren't pretty back as it was today.
To encourage players to prefer to be Roman players, the legions would be superior in comparison to the outsiders on a brutal level. Of course, some people would just perfer to be someone different, so they would be attracted to the countries outside the Empire.
All in all, how's that?

How'd you even get into it, anyway? I was referring to the 1765-1815 scenario, but if you really want to know, heres basically why. So much important *Auto Corrected* occurred during this time, the Unification of states such as Germany, growing nationalism in areas like Japan, the independence of formally suppressed states such as Greece, instability in areas like Spain, the rise of superpowers like the USA, liberalism growing, and, probably the most important, the Scramble for Africa.

It's the point where Diocletian split the Empire into an Eastern part centered in Constantinople (which became the Byzantine empire) and a Western Part centered in Italy (which eventually collapsed and was overrun by Germanic tribes). I'm thinking of Eastern Roman, Western Roman, Persian, and some Germanic tribes.

Ah that's true... I wasn't thinking of that specific period.
I was trying to reconcile the idea of struggling for political control with the environment of the Roman times. That's when I thought of legions following different generals during the civil wars.

Oh, I was hoping for the huge Rome around the time of Boudicca, or like in TWR Emperor edition where it's Octavian vs M. Antony vs Lepidus vs (I can't remember the other's name). I vote WWII, then.
