So: The STW1 concept was a bit hard to implement, but I learned my lesson. This war will be nicer.
There are 2 sides, each assigned some nations. Others must join a side by a deadline
The system invasion is now 3 steps, not 5
1. Ships vs Ships 2. Ships vs Ships+Stations+ODFs 3. Ground Troops+Ships vs Ground troops.
Each phase will be 2 months. The war will start on July 1, 2373.
It will end in Dec 31, 2388, with the biggest nation a winner.

I will release maps along with the new "Neutrality" tech and country selection soon
Econ:
Default: 10 turns
Basic Econ: 11 turns research, expands to 11 turns
Advanced Econ: 13 turns research, 12 turns per phase
Endowment of Econ: 24 turns to research, 15 turns per phase
All of these must be done in order and have no other prerequisites
