Erwin Rommel, save up. Attack>defence>air/naval>forts for me.
So build attacking forces first, then forces you need to defend cities (sometimes the same units), then airstrike/para/build subs/ships, then forts. Also, don't move your entire army over Siberia. Only move the fastest and some generals.
