He's good with it how is guderian a inf gen, wtf 3 inf star (18 dmg) + plain fighting 4 (20 dmg) + average damage (20 dmg) = 58 damage in average. Also, lv 2 Defence tactic and 4 movement stars. So yes, he can be an infantry general, too.

if you still want one, yamashita or valivesky could do it

Konev is absolutely enough. If you want a pure infantry, I recommend Vasilevsky.

Nasser can be good if you need a cheap one but the best infantry general'd be Vasilevsky for output or Mannerheim for surviving
