My favorite artillery general is Govorov because of his high plain and art. skill. Who is your guy's favorite artillery general? Take into account ranking and cost.

Manstein is the best artillery general but except him it'd be Konev, Badoglio (price), Bai (cheap movement) and Govorov

There is really no point because different areas of strengths mean one general will be the best in one situation and another will be the best in another situation. If the battlefield is large and you are short of time, Manstein and Bai will be your best man. If time does not matter and you can deploy the general immediately into battle without travelling far, then Govorov is your man. If your question is who to buy first, Govorov is the better choice, though you can have Badoglio as alternative if it's too hard.

I prefer Konev to Govorov because of his movement since I mostly play conquest. Though, my best artillery general is Kobori, the Japanese Eye-Covered.
