They are expensive and damage is not great. Any thoughts?

They do poorly against land targets I think,but ok against navy.With a good admiral the carriers really shine.Free airstrike every turn.
Shouldn't be used against target with air defense.

If you play as a major power and have extra gold to spend, I find it a good investment (break even is about 7 rounds). A small pack of carriers is very powerful, esp in 1939 and 1945 when many cities do not have anti-air defense. Also, it's a good choice for spending surplus money.

By mid game I make lots of them,it looks a little silly having like an entire herd of aicraft carriers but that's the only way they are effective without an admiral.

They are pretty good if you as already have tons of money and just finishing up a game that's already won.
Great at naval warfare,just don't let other vessels near it,most specially submarines.
