Yes, in the end it is the best general in the game.

Unless you want to rush to a good 2nd general (Vatutin, Patton, Rommel, etc.) I would spend all the medals on him until the upgrade is about 1/3rd to 1/2 the cost of the 2nd general you want. Lots of good advice in the GoG1 forum.
