I'm having lots of trouble with the return to Italy mission for the HRE can anyone tell me a good strategy for it That's strange. If comparing to other missions here you have a very good units. Correct use of artillery makes that mission quite easy. You need to have at least two artillery generals and there shouldn't be any problems.

As andrei mentions, utilizing artillery units is the key on this mission.
Here's what I do... - Split troops into two. One attack Milan in the north and another attack Naples in the south. Leave Rome for now. - For attacking Milan, do not rush, wait for Fontanelli to advance beyond Italian fort range then kill him. Destroy the fort before go face Balabio and MacDonald. - After you eliminate those two Milan is easy to take by artillery since Eugene is likely to just siting in the city. - Once Milan is taken, play defensively there and save resources for building troops in the south. - In the south, if you have Sophia, let her command siege artillery (you have from the start). She'll blow all the forts on your way into pieces in no time. If you don't then let your other artillery general take the job. This will make things much easier. - When coastal forts are cleared, utilize ships to help attacking land units from afar. Your troops, then, land on the south Italy and take a city and a stable. - In the meantime, move your ships around Italian peninsula to the west side. - J.Bonaparte is also sitting in Naples waiting for your cannonballs. If you take the fort in the north of Naples out earlier, you can safely build artillery unit from the industry there. - Once you capture Naples, devide your troops into two. One attack Rome another take the port near Cagliari. - Taking the port should not be difficult because it is guarded a privateer and you have your ships from before to support. If your ships aint in good shape, you can also build more from a port near Naples. - Taking Rome can be troublesome because of Murat and Augereau. This also depends on AI, sometimes, they move north and if that is the case then you would have more trouble there instead. - Regardless, you should not have too much trouble since what you need to do is to take the city. If you cannot defeat them then ignore them and focus on taking Rome. If Murat is defending Rome then use artillery.

Thanks for the help but I must say my generals are Marmont,Fischer,Hull, and Zakrevsky how should I use them and I can only get four tier 1 generals You need to get better generals. At least from tier 2. Try to save for Dobeln as an infantry general. And it is possible to receive excellent artillery generals for free. Those are Sophia and Isabella. You could try to receive at least Sophia. Look through the forum and see what is necessary to receive the princesses. Note that You will need generals in all spheres. It is not enough to get only infantry generals. Otherwise it will be extremely difficult to complete further missions.

But I can't get tier 2 generals I have only 1 emblem and no real money but I do have Sophia but I can only have 4 generals and I don't want to use her cause if you regroup a princess into a general there are lost (I think)

The cost for tier 2 generals is either medal or emblem, not both. So you don't need to spend any emblem (real money) for them. And Sophia is a really good artillery general. It's worth regrouping generals with artillery trainer skill to her (not regrouping her to other general). My first time on this mission, I used 3 generals; Hull, Kutaizov, and Sophia.

I advise you to use suvorov as historically he orchestrated the collapse of the Italian south army this mission.

I advise you to use suvorov as historically he orchestrated the collapse of the Italian south army this mission. Yes but Suvorov died in 1800 and the battles you'll be fighting aren't compareable to his since they aren't near Hannibal's battles (Trebbia for example)

Suvorov was in Italy, fighting France and her Vassals. Switzerland was Hotze and Korsakov And this mission is after Suvorov died Actually Suvorov marched through our Alps running away from Masséna which eventually lead to Russia leaving the 2nd Coalition and his dismissal

I had chronic food problems in this mission and barely managed to take Rome in time to exchange other resources for it. This in turn caused problems with finishing it in time (translation: I didn't). If I were playing it again, I would go hell-for-leather for Rome first, defend on the Italian/Empire front, and then split my forces from Rome driving south into Naples and north into Milan.
Much of the advice that has been given, I found to be correct; Sophia annihilates forts and coast defences. A while ago, I made a post on the Armoured Carrier, the item which duplicates the Sailor skill (remove land unit penalty when fighting on water) and in this mission it was extremely useful. It does mean you can't load her up with two attack items if you have them, but the gain she gets when operating on water is worth much, much more than that. This item was made for her in these circumstances.
Towards the end, the two French warships defending Sardinia came to the Italian shores near Rome to bombard it and Kate was able to slip in behind and shell the port. Alas I dragged my feet on that one and couldn't clear it in time.
