I would get manstein
I can buy 3600 medals to get good general and have some left over but I think it better to get manstein.

Manstein brings huge health and that's very valuable on a tank general,but I think I rather have 2 or 3 great value generals.

If you want a premium general i suggest Eisenhower. But I will agree with bottlesofbeer and spend them in two generals from academies. I suggest Goring and Govorov.

Gorovov and badaglio,in 1939 artillery generals are really good.
