Fairly affordable at first till maybe colonel.
So really we should always take into account HEALTH when comparing generals and making "best of" list and such,especially in the 50 and 60 conquests when nukes are more common.
Pretty sure a max health general can withstand several nukes while in a capital.

It gets to a point where health upgrades cost almost as much as new generals.
