Plain leader Gives the max output when commanding plains, triggers 8,16,24,32% of the time
Redenation to like it Vital for air commanders. Triggers 1/3 of the times, a lot. Vital for that bit more output
Redenation to not like it Only triggees 1/3 and doesnt increase your output. Your better off with other skills

If we interpret that acale into Manstein's one in the skill analysis: 1 - S 2 - A 3 - B 4 - C 5 - D I give 4 to that. To be more precise it would be C+. Leader skill only increases average output by 2.56 at best. Since this one triggers 32% instead of 16%, that would give +5.12 average. Manstein said it well. I, too, will buy if it's not too pricey My opinion is if it is pricier than xx Leader, then this skill is not a choice at all, anyway, this skill is unecessary. What we truly need is an air force skill since nothing influences airstrike damage but air stars.

I give 3 (B+). It's a very useful skill in human missions, and +16 is quite a large amount. However, it's completely useless against aliens which prevents me from considering as a choice.
Artillery barrage Plain fighting Explosives Anti-artillery Supply
would make a mighty general, but we really don't need our generals to be that good for humans; it's an overkill.
