Here are my thoughts of the perfect end line up if you only buy super generals. (Otherwise govorov would be in for an example)
Line up:
2 arty eye covered
1 tank eye covered
Eisenhower
Zhukov
Manstein
S manstein - s montgommery - s patton - s guderian - s lin b - s govorov - s zhukov- s peng - s yamashita - s nimitz - s yamamoto - s de gualle
Left out s gens:
S rokkosovsky, already 6 tanks and youre the worst
S macarthur, even on infantery he wont reach the top 6. Same for naval
S model, he would have reached the top 6 for infantery. But when choosing between de gualle and him, i think de gualle is more worthwile since hes the besr econ air general.

2: Plain, bar, expl, supply, ace forces
1 tank
Plain, tide, expl, blitz, supply
Ofcourse 5 starred in everything and marshall
