I say Sophia. Cost-effective (2370 medals to full capacity), unique, and handles all the annoying stuff (cities and forts)

Forts aren't that important But they're damn annoying. And the Isabela-Moreau parity puts them both a bit lower on my ladder

Isabella, forts become obsolete if I just ignore them and their damage output is laughable
