credits to Sorbet What does leader skill do? When leader skill triggers you get the max damage of the unit. So if a unit has a damage between 20-30, it gets to the 30. Sounds great, but it only triggers 4-8-12-16% of the time. Plus it can be achieved without the skills. Normally you get for an example 21, 26, 24, 29. O avarage you get 25. Meaning when it triggers it adds 30-25= 5 damage. Extremely low, plus it triggers 4-8-12-16% of the time making it extremely tiny compared with other damage added skills such a plain, barrage and tide. But how many does it add on avarage? Below you see a table with the amount of added damage for each unit. As you can see its usely between 1 and 2. making it clear it's a crappy skill. Costs: Artillery leader 1-80-80 2-160-240 3-320-560 4-560-1120 Infantry leader 1-70-70 2-140-210 3-290-500 4-580-1080 Fleet leader 1-50-50 2-100-150 3-190-340 4-380-720 Panzer leader 1-80-80 2-160-240 3-320-560 4-560-1120 Conclusion: The leader skill is a damage adding skill. However its by far the worst damage adding skill. With only low numbers of damage being added, there are way better alternatives. If you want your general to deal more damage, get barrage/tide/bayonet and plain. But never this crappy thing...

Those numbers represents the common addition of damage. Like you made in that post

One thing to note: although its effect on submarine looks pathetic, we should actually consider it as 1.92 instead of 0.96 considering its x2 boost against carriers and battleships.
Still, 1.92 is way too low though. Some folks say fleet leader works well with submarine, but even the fact that there are too few navy output skills still doesn't justify 1.92 for me.
If I were to make a submarine specialized general (which I won't), I'd give following skills:
Wolf Pack Shelter Expert Camouflage Supply Defence tactics
With full tech and max stars/skill levels, submarine does 75-87. With damage boost that's 150-174. This means fleet leader's effect is no better than 2% output increase. 8% survivability improvement is obviously better. Ace forces might be a good alternative too, but no fleet leader.

Hallo! Lgruss Marco
