This may help you, really poorly made and I skip over parts and somethings are different in ew4 and wc3. @communist , so this is simple to do. Below the list of countries in the hex editor, there should be a section with just raw numbers. France is represented as 00 since it it first on the list. Each number represents a tile in game. Prussia should be what ever number it is down the list of countries for that level -1. Simply replace all of prussias numbers with 00 and it should become french.
side note. Depending on your hex editor, you can drag out your hex editor how wide the map is. And you can see like a numbered version of the map. Thats what I do to quickly make maps.
