If you go to the place where you train skills, ranking up generals is under the tab Promote. For example, if I go to Missions and click on Moscow ( or any other academy ) The second tab on top says promote. Then you just insert a general and spend medals to rank him up. Yes, I undestood that. I checked it. The matter is that I was sure promotion is possible only for eyes-covered generals, that's why I asked "when". I simply didn't know there is such a possibility for the academy generals... Govorov needs to be promoted as soon as possible

Who would you say is the best buyable 5 star artillery general I would say Govorov is the best quality/price 5 star artillery general. But if you are willing to take a 4 star artillery general, Badoglio is a very good artillery general at cheaper price. Anyway, I remember seeing a thread about good cheap generals somewhere. You may look up for that.

Göring wins against Dowding. I would prefer picking first Göring because I normally attack via air strikes and finish with tanks.

Imo Badoglio from the turin academy is also one of the best value artillery general in the game at about 1200 medals with 4 art stars. Also you dont have to have the perfect 5 stars,some 4 stars generals are better than other 5 stars if they have better focused skills and/or much better health.

True. That's the good part about Badoglio he has alot more health than Govorov. But just think about Govorov in the rank of a marshall. Another underrated General is Patton. Before somebody throws stones at me let me speak out. He should have mobility aced or at least 4 stars and as a sacrifice Urban Warfare Level 2 oh and of course Biltzkrieg Level 4 since his troopd were extremely mobile.

I have Patton his Urban Warfare ability makes him vital in the campaign and in earlier conquest.

I dont know that Govorov is underated since he is one of the elite best generals of the game. I think the OP is looking for other less well known generals. Same with Patton,he too is part of the best of the best club,how can he be underated?

Just got Göring Combined witg patton these two are a great combo Time to beat the aliens and buy an artillery general with the medals.

I'm aware that Govorov is pretty much the best artillery General but he isn't OP due to his rank. Patton I'm not saying he is underrated I'm saying his skills are kind of portrayed wrong. His army was incredibly fast in France 1944. other underrated Generals: literaly the whole Saint-Cyr Academy, Montgomery either a higher rank or a bit better skills, Mannerheim has the wrong skills he should have Bayonet Charge Level 2-3 and Infantry Leader Level 4.

I guess I was giving an answer for a different question all together,for some reasons the second time I posted I was thinking of "underated"in terms of players not appreciating some generals within the game itself not compared to their actual historical record which is really what Will was interested in.
I can see why I created some confusion ahaha,my bad I posted too quickly.

We can't say that, Patton didn't participate on D-Day, although yes he was a great general, it was usually because he was fighting weakened German forces, for example most of the battles he had with German forces who were beaten down, tired etc, there were equal casualties, but it was always an allied win with manpower, Patton was a good leader but I don't think he was capable of large operations like Guderian or Paulus who fought the hardest battles of the war. Thai is true. Unfortunately, the way Patton and Paulus are remembered is a total contrast. Patton is remembered as a hero in the European theatre while Paulus is a failure at Stalingard and the first German field marshal who was captured alive. People tend to remember the last thing you did.
