Do all my actions look good Jean-Luc Picard? All alliances are informal, so it would not cost a turn. Alliances should be done in PM. Recruitment is not like that. You have a national army, and recruit in a turn as many infantries as you have provinces

You devote the turn to building a ship, and your fleet gets as many ships as you have provinces (it is one fleet) you devote the turn to building inf, and you get as many infantries as you have provinces (all one army, again)
