I done pacific without getting a navy general so I say you don't need one.
Getting a tank general is good.

While the tittle of game has pacific, only the first front has much navy combat.
You won't be seeing navy much in far east and Korean war. There the fightings mostly inland.
Even with navy I still consider a tank general far more important, navy units cant attack inland so can't reach some objectives and with only 4 general slots I would not use one on navy general.
