Well I have good ideas for EW 4but the problem is idk how to modificate I know that @communist has made a brilliant mod that is dear to my heart the Glory of Conquest Mod so can you help me learn at least the basics

Especially as you can already build cities and factories in EW3 and presumably (never got it) WC2, am I correct?
