Farming medals in the GoG Pacific War?
A. Play the Legion Mode in March on Siberia as Seishiro, then you can choose how to play it :
A1. You can win the battle by defeating the Russians though it's pretty hard. I usually attack Vatutin first, then I attack Ulaanbaatar(Chuikov) and Novikov simultaneously and proceed to capture Chita[don't forget to hold Harbin]. From there the battle should be far easier. I usually get 15-40 medals this way.
A2. You can also do this: Use a tank general on the other heavy tank, use your infantry to make two gun emplacements in the most south left corner(below and behind Harbin) and put Seishiro and the other heavy tank there. Wait until the Russians kill all of your allies and all your troops besides Seishiro and your other heavy tank (with tank general). When those two are all you have left, stay there and just defend against the Soviets with Seishiro and the other heavy tank. I usually get 15-50 medals this way.

B. Play the Legion Mode level of Iwo Jima. You can play as :
B1. As Spruance you should withdraw your land forces to the south left corner while your fleet help Halsey to kill Osami and then kill Jisaburo. After that, land in Kuribayashi's town or the south-east town. Then just defeat the rest of the enemies.
B2. As Halsey, you want most of your fleet and land forces to join Spruance while your destroyers hold Osami's fleet back. Then counterattack Osami and do the rest of the level like the Spruance one.
B3. Play as Eaker. As Eaker, you should withdraw you land forces to the north-west corner while your fleet destroy any approaching enemies. Then attack Kuribayashi and Osami. After that, attack southward.
B4. Play as Osami. As Osami, withdraw your land forces to the north-east while your fleet hold off and destroy Halsey's fleet. Then destroy Spruance while your land forces move inland to help your allies. Lastly recapture the towns taken by the Americans and decimate the rest of the US forces.
Playing this level, regardless of whichever general you choose will earn you around 10-25 medals.

I've decided to revisit this game. This time aroumd I will not upgrade any of my barracks to save medals. Is this a good idea? Am I a clown for not saving medals the first time around? Because I feel like buying upgrades just put you in a hole.

Because I feel like buying upgrades just put you in a hole. financial center upgrade is necessary if you have to live longer in the levels.

In March on Warsaw it takes around 5 minutes for 4 medals as Smigly.

I would say priority is upgrading your general until he is about 1/3 to halfway to the cost of one of the elite generals you want to get next such as Vatutin (Cheapest), Rommel, Patton, etc. Like most Easytech games never waste money on lower ranked gens. Then get your 2nd gen, then financial, and only air force if you have nothing left to upgrade and you're not buying additional general slots.
Though Antarctic in GoG and Middle East in GoG Pac are virtually impossible without additional slots. At that point you either decide to call it a win or shell out at least enough money to unlock the other slots and grind for long enough to get the other elite generals.

As Guderian in Europe 1939 I got 76 medals. very hard though

I just completed 1942 South Pacific as Ishihara in 85 turns. Got 37 medals out of killing those Aussies and Canadians.

Montgomery on Operation Sealion did pretty well with 18 medals. Also, once I got my second general (Vatutin) levels I beat gave more medals. (from 4 medals to 7 medals a lot of the time)

europe 1943 legion mode is best for medal farming because it's enemy units density...

Basically any level that has a general having 3 or 4 medals in tanks is good for farming.
