Who would win?
Side 1: The Federation+Klingon Empire+Cardassian Empire+The Dominion Side 2: The Borg
I wanted the most apolitical war imaginable

The Borg. They are a mindless horde. I believe they can win by sheer numbers.

Depends. Does Starfleet have Picard? Does Q want to help? Let's say yes to Picard and no to Q Then the Borg would win. Picard was one of the best captains, if not the best. Yet when he encountered the Borg he more often than not got shrekt without Q. And there's so little one captain can do. I except more Wolf 359s, and the others shall be assimilated into the Borg Collective. Resistance is futile. Another question: was Picard plugged in the Borg collective once?

Another question: was Picard plugged in the Borg collective once? Picard was plugged in, and it was shown in First Contact that he could "hack" Borg Comm Channels. This brings 2 questions: 1)How many Borg will attack? 2)Will the Klingons/Romulans/Cardassians/Dominion do sabotage?
