What exactly does the supply technology do and where does it affect your troops?

It increases regeneration per turn at cities. A rather lacklustre tech, although useful in some situations, like '43 Germany.

Yeah, it's suck. But if it's everywhere regen, then it would be too good too. Anyway, it is good in a situation when you are defending a city; you get both hp regen and protection. If attacking enemy is weak, the regen may offset the incoming damage (given that your supply tech is high, that is). But I agree that this is too situational.

It's less usefull when it counts the most because the 1960 era is the main farming era (Iran FTW). 1960 conquest is where players eventually spend the great majority of their time and generals in there have to be very carefull not to enter cities or risk immediate nukes+missiles.

Supply doesnt belong to tank commanders imo but might be ok on artillery commander because they dont seem to have as many good skill choices.
