Here I am enjoying a 1950 conquest and suddenly I glance at the USA to see how I'm going to defeat them and I see a wild Eisenhower in Washington. I swear he wasn't there before. Can enemy AI use generals? This seems to be a reccuring thing for the US. First Patton now Eisenhower.

Yah they can spawn like that.Sometimes you destroy a unit in an enemy city and next turn a mega general spawn on a super tank or something similar. You can see it both in conquest but it might also happen in campaign.The Ai is allowed 6 generals I am guessing just like players and they might not use all of them right at the start,they might put 1 or 2 in reserve maybe?
They also sometimes spawn in units not normally allowed for that location,like the Russian spawning an admiral in an aircraft carrier in the baltic sea and that port is only rated level 2.

I remember the South Koreans recruiting a super tank in Seoul even though it had level 2 industry. That was in Korean War campaign mission.

The AI has to cheat a little..or a lot to be able to compete with humans. I dont know if it spawn more generals than the allowed 6,it doesn't seem like it though.

In 1943, playing as Germany, I see a Super Tank with Chuikov spawning in Leningrad, after I've destroyed the city. It really complicate things..
