You should get Govorov he's one of the best if not the best artillery general in the game. Artillery is pretty good against aliens.

I like to have both,2 artillery generals is very usefull against aliens.
You are going to need them for the 75 conquest too.

You have Badoglio? If you do ignore Govorov for the beginning. If you don't have any other air generals get Göring.

Maybe think about Dowding he has artillery skills but if you want air strikes only then Göring should be your choice.
