Netherlands 1797, you easyly overwhelm holy roman empire amd then you got enough citys to take prussia who are weak at that moment. After that your OP and can push from the east to russia and the west to england

Yes Netherlands 1798 is a very good country. Attack Great Britain early, and HRE and Prussia right in front of it. Although Naples is faster in 1798
