The general in EW4 looks just like Muhammad Ali of Egypt, who oddly enough is also EW4's Mehmet A

Easy Tech gave wrong Sulkowski, same name but totally different persons.
It's better to ask instead to make mistake.

There's a lot of Pashas at the time, but none look like this guy. So it's probably a filler guy, like Muhammad in WC3.
