Hi. In here im going to explain why i think Govorov is still recommended despite his low movement and low survivability.
Damage
As you probably already know Govorov has THE highest output for a land general. Lets take a look at the total damage list:
Avarage damage: 1. Govorov - 28+15+0,8=44 2. Manstein - 20+15=35 3. Konev - 28+1,6=30
Damage against cities: 1. Manstein - 20+15+32=67 2. Govorov - 28+15+0,8+16=60 3. Leeb - 28+1,2+24=53
Damage below half health: 1. Govorov - 21+15+0,8+24=61 2. Zhukov - 21+24=45 3. Konev - 21+1,6+18=41
As you can see. Govorov is just the bomb in dealing damages, only gets beaten against cities by an Iap. Also the difference in the last categorie is just insane, number 2 doesn't come close to him at all!
Survivability
It's true that Govorovs survivability isn't epic. He doesn't have a single survivability skills and his lives ain't that much. But he isn't designed to live long, he is ment to bump in and kill everybody before he dies. Hes perfect for campaigns
Movement
1 star. He can move 2 hexes on field artillery. but as i said above. He isn't for conquest but more for campaigns. Since campaigns are harder than conquests, he is still great.
Price/Quality
He has an extremely low price, 1870. For below 2000 medals you buy THE biggest damage dealer on artillery, does that sound bad? Not for me at least....
Conclusion
It's true that his survivability and movement isn't all too high. He is more a dude for campaign than conquest. But he deals damage like a tank for a really cheap price, which makes him recommended for me.

IMHO if you have enough medals, you must buy Govorov. Before him I have bought only Badoglio just because he's cheaper and can be bought faster, but with Badoglio it's worth to save medals for Govorov.

Govorov is a BEAST. Even in conquest, he's still the top non-IAP arti. The runner-up, Konev, is hugely expensive

Govorov is better-adapted for Europe, but Bai owns Asia. Why: Europe's numerous targets and short distances value output (especially against city) and make Govorov's speed forgivable. Asia's distances and nuke-happy PRC make shelter and 4 move stars very valu6

However, govorov can give you a real head start in the beginning. But govorov is limited for a pretty short period and one place only, while you can use bay for transportation to basically everywhere

But govorov is limited for a pretty short period and one place only, while you can use bay for transportation to basically everywhere Govorov is super useful for starting any conquest. For the end of the conquest, Bai will be your best friend. However high movement generals usually take a major hit. It is useful to have two artillery generals with relatively similar movements.

Survival skills aren't important for generals who sits in long-range bombardment units and you should try to have some cheap and fast units in front of Govorov (MI anyone?). But of course, air bombings/nukes is an issue. What makes Govorov so amazing is also the fact that he is still capable of hitting very hard even after some bombings. That makes him a lot more worthwhile than one would think when his hp and survival skills are viewed. (One can always upgrade his HP anyway, so this part is irrelevant).
