Is it a glitch that when you do a 3 star country one time you can't do another 3 star country for medals in the same time era?

You cant do them at all??Or did you mean you dont get the medal reward?
Medal rewards are only given a single time per star rating per era.So you win medals 3 times in each era,that's it.
