You must have a city which can develop nukes (I.e, the cities with the nuclear symbol on it), and you can choose a nuke to build depending on your level of tech. You can build one nuke for an X amount of turns from 3/5 turns. Once your nuke is developed, you can either use any missile type or strategic bombing to drop it on your enemies. You can get nukes in every scenario except for 1939.
