1st law
The enemy AI will not move units that are stuck in city This is true in many cases, as infantry and arty guarding cities, are shown to not move (Unless in conquests, where a general will be recruited see this case in France 1778 where a general is normally produced in a tavern)
The only truly known exception to this law is when Jean Lannes enters out of Berlin to fight you, (considering a certain part of the mission is finished) Generals who captured tend to linger in a city for a while, before they move after a long time.
Evidence for this is when Bachmann stays in Zurich for the duration of the conquest and even if you declare war on Swiss, He will not move.

2nd Law
Cavalry and Navy cannot be confused unless you starve their respective nation out, or if campaign creates conditions where the cavalry is already demoralized The reason for this is that Cavalry cannot be demoralized by another cavalry unit so leadership is only useful for cav for the eagles demoralization For Evidence, try your best to demoralize a cav unit without flanking. As you will see it is impossible

The 1st law is rarely true in conquest and often true in campaign.

So that means bombard with your Arty Also I have noticed France is extremely hostile towards neutral nations in conquest. They will often take Zürich (if neutral) and may attack Africa.

Not sure if you've guys have noticed this, but I've seen it a bit.
3: The AI will move its unit prior to attacking, even if that means their cavalry can't take the city after destroying the unit or their artillery becomes melee.
